Ruben Neves has been given hope by Newcastle as a Premier League transfer is decided.

There is still disagreement over new cost control measures for Premier League and EFL clubs, even after a three-hour discussion. Prior to the establishment of a new independent regulator for English football, the Premier League wants the issue settled.
